History

    I began my Document Examiner career, in May of 1987. After fifteen years in Industrial Engineering, I resigned my position as Manager of Advanced Manufacturing Engineering and began assisting in the research and development of a handwriting analysis system, utilizing new technology. The research and development effort lead to: the building of specialized equipment; five U. S. Patents; and the formation of a Questioned Document Laboratory (SignaScan, Inc.), in December of 1991.

Performed case work, and provided expert opinions, on over 3000 questioned document cases.  
Board Certified Member of the “National Association of Document Examiners” (NADE).  
Privileged to be selected and serve on the NADE Ethics Committee, since Jan. 2002.  
Have testified as an expert in over 120 Arbitrations and Trials (Municipal and Superior  Courts).  
Annual participant in Document Examiner Proficiency Tests, since 1994.  
The “American Society of Crime Lab Directors” accepts these tests for Lab Accreditation.  
Over ten years in research and laboratory training, with brilliant Scientists, Engineers, Chemists, Forensic Photographers, and Document Examiners:
Researched over fifty U.S. Patents on handwriting analysis and signature verification;  

Read many reference books and science journal articles, by authors: Osborn; Harrison; Hilton; Brunelle; Robertson; Caputo; McNichol; Williamson; the FBI; etc.

Performed numerous open and blind laboratory studies, of analysis techniques.  
Assisted in the design and patenting of two automated “Signature Verification Systems”.  
Conducted approx. 50 document analysis training classes (State Bar - MCLE certified).  
Guest Speaker at “So. Ca.” and “No. Ca. Fraud Investigators Association” Seminars.  
Assisted Insurance Companies in reduction of over two million dollars in fraudulent Claims.

Forensic Photographer

    Forensic Photographer / Director of Forensic Photography. A professional photographer specializing in Legal/Forensic Photography and Videography. He has credits at Orange Coast College, Goldenwest College and the Brooks Institute of Photography. He has been published and is a teaching member of the Evidence Photographers International Council.

    Mr Garratt is credentialed by the National Court Reporters Association and is a   member of the Board of Directors of the American Guild of Court Videographers.

    Mr. Garratt is a Certified Court Videographer, a Certified Legal Video Specialist, and a Certified Legal Video Instructor.
